AI Window Telemetry Triggers

The ai-window-telemetry-triggers collection defines the sampling rules referenced by telemetry prompts. Each trigger names a check (e.g. uniform_sample_at_turn) with parameters and a sampling probability that decides when the associated prompt runs.
